Drought warnings and water restrictions: country by country

62 countries compared: only 8 publish water restrictions officially, France by address; 16 have no official drought or restriction source.

Updated 2026-10-27· 55 official sources

Short answer. Of the 62 countries compared, 46 cite at least one verified public source on drought or water use, but only eight publish the restrictions themselves, some for one region only. France's VigiEau gives the restriction level and the prefect's order for any location 1; Australia's Bureau of Meteorology lists current restrictions nationwide 2. Most others publish drought indices only, and for 16 countries no verified source was found.

How do the 62 countries compare?

Each country links to its own page. "Scale" is the finest level at which the official page reports. "Not found in official sources" means the review found no verified official page; it does not mean that restrictions never happen there. Where a source covers only one region, the table says so.

Restrictions published by address or commune

Only a few countries let you look up the rule that applies where you live from one official page.

  • France goes furthest: VigiEau returns the restriction zone, its level and the PDF of the prefect's order for a given location 1. The four levels are vigilance, alerte, alerte renforcée and crise (vigilance, alert, heightened alert, crisis) 1, and the full dataset by commune is updated daily 10.
  • Luxembourg publishes drought phases set by municipal regulation, with a map layer of communes in the orange phase 1617; the dataset's freshness should be checked before relying on it 17.
  • Australia's Bureau of Meteorology lets you search restrictions in force by state, water utility and restriction name, nationwide 2.
  • Chile's water-scarcity decrees target named comunas or provinces 38.

Others publish drought status, not restrictions, at a local scale: Mexico for every municipio 42, the United States by county 43, Poland's agricultural drought by gmina 23, South Korea by municipality 51 and New Zealand by district 48. Hungary's monitoring is searchable by municipality but reports the nearest station 12.

Drought status published by region

Most countries publish a drought status for a region, river basin or grid cell, while the actual watering or abstraction bans come from municipalities, utilities or water boards.

  • National warning scales: Switzerland issues official drought warnings by region 31; Spain sets drought and scarcity scenarios per territorial unit 29; Italy grades water severity by river-basin district 14; South Korea uses four alert levels 51.
  • Restrictions published by regional or national bodies: Japan's MLIT publishes intake restrictions by river basin and supply restrictions 4546; in Flanders, provincial governors decide abstraction bans 3; Ireland's Uisce Éireann publishes conservation orders 13; Dutch pumping bans come from the water boards 20.
  • Covering only part of the country: the Environment Agency's drought status is for England only 33; the Belgian page covers Flanders 3; Rand Water covers the Vaal system in Gauteng 55.
  • Status without restrictions: Canada 37, Brazil 36, Czech Republic 6, Slovakia 27, Finland 9, Sweden 30, Denmark 8, Poland 22 and Turkey 32, among others, publish monitoring while saying, or showing, that restrictions are decided locally.

What the European Drought Observatory adds

The European Drought Observatory, run by the European Commission's Joint Research Centre within the Copernicus Emergency Management Service, publishes meteorological and agricultural drought indicators (CDI, SPI) on a grid 5. The country files cite it for Croatia, Cyprus, Greece, Italy, Malta, Portugal, Serbia, Slovenia and Spain 5. It is not a source of water-use restrictions 5. For Cyprus, Greece and Malta it is the only verified source.

Countries with no national source found

For 16 countries no verified official page on drought status or water restrictions was found: Austria, Bulgaria, Estonia, Georgia, Iceland, Latvia, Lithuania and Ukraine in Europe; Peru; India, Indonesia, Malaysia and Singapore; Kuwait, Qatar and the United Arab Emirates. In India and Indonesia the candidate pages could not be opened during the review. In these countries, the local water utility or municipality is the place to check.

In Costa Rica 41 and Serbia 26 the weather service's site was verified, but no dedicated drought page was found. Israel's indicator is the level of Lake Kinneret; the Water Authority publishes no restrictions dataset, and household restrictions are described as rare 54.

Frequently asked questions

Where can I find the water restrictions for my address?

In France, VigiEau gives the level and the prefect's order for any location 1. Australia's Bureau of Meteorology lists current restrictions by utility 2. Elsewhere, restrictions usually come from the municipality or water utility: this is stated for the United States 44, Sweden 30, Norway 21 and Slovakia 27, among others.

Is a drought index the same as a water restriction?

No. Indices such as the U.S. Drought Monitor's D0-D4 43, Canada's drought zones 37 or Mexico's municipal intensity 42 describe how dry it is. Sweden's SGU says its shortage risk is an indicator, not an order 30, and the European Drought Observatory says it does not cover water-use restrictions 5.

What do the alert levels mean?

They differ by country. France uses vigilance, alerte, alerte renforcée and crise 1; Spain uses normalidad, prealerta, alerta and emergencia 29; Luxembourg's orange phase restricts non-essential uses and red restricts further 16. Taiwan's water-situation light runs from green to red, moving to pressure reduction and then rationing 52.

Who decides a hosepipe or watering ban?

Usually a local body. Watering bans are municipal in Norway 21 and Sweden 30, and water restrictions are set by water utilities in Finland 9. In the Netherlands the water boards set pumping bans 20; in Flanders provincial governors decide abstraction bans and mayors may add restrictions 3. Ireland's Water Conservation Orders are published by Uisce Éireann 13.

Preparing for restrictions

Restrictions often arrive at short notice and are announced locally. Note which page and which utility apply to your home, keep stored water rotated, and plan how much you need: see drought preparedness, how much water per person and water storage containers. If you rely on a well, read private wells in an emergency. For water sources country by country, see water.

To bring these steps together with the rest of your household preparations, see the Phaenyx plan.
