Short answer. Romania's Department for Emergency Situations (DSU) asks every household to keep an emergency backpack and supplies to stay home for at least three days, with preferably 4 litres of water per person per day 1. The 2024 crisis guide asks people to be ready for 72 hours on their own 2. The shelter list has 6,118 entries 3, sirens use four signals 5 and 112 is the emergency number 8.

Information verified against official Romanian sources on 20 October 2026. Emergency preparedness is coordinated by the Department for Emergency Situations (DSU); the General Inspectorate for Emergency Situations (IGSU) runs the shelters, sirens and RO-ALERT 45.

What is Romania's official preparedness guide?

The Ghid pentru situații de criză (Crisis Situations Guide) was written by the Euro-Atlantic Centre for Resilience (E-ARC) with DSU, the National Cyber Security Directorate and the Ministry of National Defence 2. The PDF is dated March 2024 and has been on fiipregatit.ro since August 2025 2. Its 32 pages, in Romanian, cover a 72-hour kit, a family crisis plan, siren signals, RO-ALERT, misinformation, cyber hygiene and a cash reserve; it is meant to be printed and kept 2. DSU also runs the ongoing fiipregatit.ro campaign with hazard guides 1.

What does each Romania page cover?

Page In short
Emergency supplies At least 3 days at home, preferably 4 L of water per person per day; a food and water reserve is a citizen's duty under Law 481/2004 17
Kit checklist The DSU emergency backpack list, line by line 1
Public shelters 6,118 entries in the IGSU list (June 2026); about 15% marked fully functional in our count 3
Alerts Four siren signals; RO-ALERT on phones, not an earthquake early warning 5
Iodine 2022 free distribution of 65 mg tablets on prescription for under-40s; current status not confirmed 6
Build a shelter Mandatory in some new buildings (basement of 600 m² or more), approved before the building permit 47
Emergency contacts 112 for all emergencies, 1911 for cyber incidents, DSU and IGSU contacts 8

Where should I start?

  1. Supplies. Build the backpack and three days of home supplies 1. Start with the kit checklist.
  2. Know the signals. Learn the four siren signals and install the DSU app 5. See alerts.
  3. Know your shelter. Find the nearest shelters to home and work on the IGSU list or the fiipregatit.ro map, and check their condition 3. See public shelters.

Then put it in writing with a family emergency plan.

What is still being confirmed?

Two points from our Romanian data are not yet confirmed and are not presented as fact on these pages:

  • whether the free potassium iodide scheme still runs after 31 December 2025, and whether tablets can be bought over the counter: the iodine page is marked accordingly;
  • the current technical norm for shelters: it is named in trade listings as P 102-2001, but we could not read it on an official site, so there is no shelter-standards page for Romania yet.
