Short answer. Luxembourg's High Commission for National Protection (HCPN) asks households to keep a kit for living on their own for "a few days", with at least 6 litres of water per person 1. Warnings reach phones through LU-Alert 4. Iodine tablets were distributed to all residents; ask your commune if you have none 7. No public shelter network is published: the advice is to shelter in the nearest solid building 2.

Information verified on 20 October 2026.

Who is responsible for emergency preparedness in Luxembourg?

The Haut-Commissariat à la protection nationale (HCPN) handles national crisis preparedness and publishes the crisis site infocrise.lu and the emergency kit list 1. LU-Alert is the national public warning and information system 4. The Grand Ducal Fire and Rescue Corps (CGDIS) answers 112 9, and the Health Directorate's radiation protection division sets potassium iodide policy 8.

Luxembourg has no nuclear installation of its own; its nuclear emergency planning is built around the French Cattenom plant near the border 3. Two official publications frame household advice: the HCPN checklist "Kit en situation d'urgence" (PDF dated December 2022, also in German as "Notfall-Kit") 1 and the government brochure "What to do in the event of a nuclear alert?" (October 2014, in French, English, German, Portuguese and Luxembourgish) 3.

What should a Luxembourg household do first?

  1. Put together the HCPN kit, starting with at least 6 litres of water per person and non-perishable food 1.
  2. Install the free LU-Alert app if you want it; location-based SMS and Cell Broadcast arrive without any setup 45.
  3. Learn the three nuclear siren signals; the nuclear alarm is a one-minute warbling tone with two 12-second pauses 3.
  4. Check that you have potassium iodide tablets; if not, ask your municipal administration 7.
  5. Write 112, 113 and family and doctor numbers on paper and keep them with the kit 1911.

Our general guides go further: family emergency plan, 72-hour kit, water per person, potassium iodide and shelter or evacuate.
