Who is responsible for preparedness in Kuwait?
The General Directorate of Civil Defence (الإدارة العامة للدفاع المدني), part of the Ministry of Interior, is the lead agency. It publishes the sheltering sites, the emergency numbers and a series of awareness brochures 23. The Communication and Information Technology Regulatory Authority (CITRA) regulates the national cell-broadcast alert system, which Civil Defence operates 4.
Kuwait has no single, current national preparedness booklet. The main current leaflet is the Arabic early-warning instructions (file last modified July 2025) 3. It sits alongside a 2020 leaflet on preparing a temporary home shelter 1, a radiation brochure 6 and an older Safety Guide for Emergency in Arabic and English 5. That older guide still lists 777 as the emergency number, which is out of date: the current number is 112 2.
