How to set up a home shelter in Kuwait: the official advice

Kuwait's Civil Defence advises a temporary home shelter in a basement or ground-floor room, sealed and stocked. No permit regime was found.

Short answer. Kuwait's General Directorate of Civil Defence publishes official advice on a temporary private shelter at home (المخبأ الخاص المؤقت): preferably a basement with few openings and a single entrance, otherwise a ground-floor room, sealed with silicone and plastic tape 1. It is advice, not a legal obligation, and no permit or declaration regime was found. The ministry also lists 129 sheltering sites, mostly schools 2.

What is a private shelter in Kuwait?

Civil Defence defines the private shelter as "the safe place that is created and equipped with the necessary living supplies to hold one or more families in a private home, to protect them from the effects of expected hazards in times of emergency or disaster" 1. The leaflet describes a room prepared inside an existing home, not a new structure.

Where should the shelter be?

Situation Official advice
Home with a basement Preferably the basement, with few openings and windows and a single entrance/exit 1
No basement A room on the ground floor 1
Multi-storey building without a basement (schools, private and government institutions, residential complexes) Several rooms or flats on the ground floor, according to the number of people 1
In all cases Preferably with its own toilet, or close to one 1

How do you prepare the room?

The leaflet lists five steps 1:

  1. Close all openings and doors that are not needed.
  2. Put a wet towel under the entrance door when the sirens sound.
  3. Remove hanging objects or light fittings that could fall on people.
  4. Remove any hazardous materials, whether solid, liquid or gas.
  5. Seal openings and cracks with silicone, and put plastic adhesive tape around the window frames and glass and around the shelter door.

A sealed room limits the air supply. Our guides explain the trade-offs: How to shelter in place during a chemical release and How much fresh air does a shelter need?.

What should the shelter contain?

Civil Defence lists 16 lines of supplies for the shelter, starting with bottled water at 5 litres per person per day, long-life canned food and a first-aid kit 1. See the official kit list and Emergency supplies in Kuwait.

What if I have no space to prepare?

The Ministry of Interior's list of sheltering sites shows where to go in each governorate; see Public shelters in Kuwait 2.

Do I need a permit or must I build a shelter?

No legal obligation to have a private shelter was found in the official sources consulted, and no permit or declaration regime was found for the temporary home shelter described by Civil Defence 1. No published Kuwaiti technical standard or certification scheme for civil shelters was found either.

The official sources describe no procedure for a dedicated shelter such as a reinforced room or an underground structure, and no known national reference exists to design against. Any work beyond preparing a room, such as excavation or structural changes, is outside this official advice. Ask the competent authorities in Kuwait before planning it, and have a qualified engineer handle design and structure. Phaenyx gives no construction instructions.
