Short answer. In Kazakhstan, civil protection is run by the Ministry of Emergency Situations (MChS). It recommends an "alarm suitcase" with what you need for three days, including 3-4 litres of water per person 1. The national warning signal is "Attention everyone!" (continuous sirens for three to five minutes) 2, and 112 is the single emergency number, free from any phone 4.

This page summarises the official rules for Kazakhstan as checked on 20 October 2026. Each topic has its own page with the full detail and sources.

Who is responsible for civil protection in Kazakhstan?

The Ministry of Emergency Situations of the Republic of Kazakhstan (МЧС РК, MChS) is the responsible body 4. Its website is at https://www.gov.kz/memleket/entities/emer. The legal framework is the Law on Civil Protection No. 188-V of 11 April 2014, as amended 3. Official household guidance is published online, not as a printed national booklet: the e-government portal section on preparing the population for emergencies (last updated 12 November 2025) and the MChS series "60 seconds of safety" (60 секунд безопасности) 12.

What are the key points to remember?

  • Supplies. Prepare for three days. The MChS list puts water first: 3-4 litres per person 1. The e-government portal suggests a first-necessity kit, ideally two, with one kept in the car 2. See emergency supplies.
  • Warning. When sirens sound continuously for three to five minutes, turn on radio or television and tune to the local station for instructions 2. Citizens are legally required to know how to act on this signal 3. See alerts.
  • Phones. MChS reminds residents that some phones have emergency alerts switched off by default and should be checked 5.
  • Shelters. There is no official public locator map. In an apartment block, ask your housing cooperative (KSK) or owners' association (OSI); evacuation assembly points are shown in the 2GIS app 8. See public shelters.
  • Standards. New buildings of 16 types with mass occupancy must include shelter-function rooms 7; existing basements and car parks adapted as simple shelters follow ST RK 4016-2025, for stays of up to 12 hours 6.
  • Numbers. Dial 112 from any phone, even without a SIM card or credit 4.

What is not covered by official guidance?

Two topics have no official public guidance in the sources checked. No potassium iodide distribution or stockpile guidance was found from MChS or the Ministry of Health, and Kazakhstan publishes no iodine prophylaxis zones (see iodine). No permit or legal regime specific to a private household shelter was found; the law regulates civil-defence structures of state bodies and categorised organisations 3 (see build a shelter).

Where can I learn the general principles?

Our guides explain topics that apply in any country: the 72-hour kit, earthquake preparedness, emergency radio, air-raid alerts and a family emergency plan.

Frequently asked questions

Does Kazakhstan publish a household preparedness booklet?

There is no national printed household booklet. Guidance is published on the e-government portal and in the MChS "60 seconds of safety" series, whose August 2026 earthquake issue gives the 3-day alarm-suitcase list 12.

What is the emergency number in Kazakhstan?

112 is the single duty-dispatch number, free from any phone and reachable without a SIM card or network credit 4.

How much water does Kazakhstan recommend storing?

MChS recommends 3-4 litres of water per person in the alarm suitcase, which holds what is needed for three days 1.

Can I receive emergency alerts on my phone in Kazakhstan?

Cell Broadcast via the "Mass Alert" system was connected as of January 2026 in Almaty, Shymkent and the Almaty, East Kazakhstan and Kyzylorda regions 5. Check your phone's emergency alert settings.
