Can I build a private shelter in Kazakhstan?

Short answer. Kazakhstan has no permit, declaration or legal regime specific to a private household shelter. The Law on Civil Protection regulates civil-defence protective structures of state bodies and categorised organisations, which since 2025 must be registered in the legal cadastre as separate real-estate objects ¹. For a private project, ordinary building rules apply. Structural design belongs to a qualified engineer.

Is there a specific permit for a home shelter in Kazakhstan?

No specific regime was found. KZ publishes no official rules dedicated to a shelter built by a private household. The Law on Civil Protection deals with civil-defence protective structures (blast shelters, anti-radiation shelters and mobile structures) belonging to state bodies and organisations assigned civil-defence categories ¹. Since the June 2025 amendments, those structures must be registered in the legal cadastre as separate real-estate objects ¹.

A private shelter is therefore not covered by a dedicated civil-protection procedure. Ordinary building rules apply otherwise. Before any work, ask your local architecture and building authority which permits your project needs. This page does not list those permits, because the sources checked do not describe them for a household shelter.

Do the official shelter standards apply to a private house?

Kazakhstan has two official standards for "simple shelters" ²³:

• SN RK 2.04-15-2024 "Simple shelters" makes shelter-function rooms mandatory in new designs for 16 types of buildings with mass occupancy ².
• ST RK 4016-2025, in force since 1 January 2026, sets general requirements for adapting existing basements, ground floors, underground car parks and tunnels as simple shelters, for stays of up to 12 hours ³.

What should I check before starting?

1. Ask your local building authority which permits apply to underground or structural work on your plot.
2. Have the structure designed by a qualified engineer. Phaenyx does not give structural construction instructions.
3. Ask whether your apartment building already has an assigned shelter: MChS advises asking your housing cooperative (KSK) or owners' association (OSI) ⁴; see public shelters.
4. If your project is a new building of a type covered by SN RK 2.04-15-2024, confirm the requirements with your designer ²; if you plan to adapt an existing basement or similar space, ask your engineer to consider ST RK 4016-2025 ³.
5. Plan the non-structural side: supplies for three days (see emergency supplies), radio, lighting and sanitation.
