SuppliesCroatia's Civil Protection Directorate (Ravnateljstvo civilne zaštite, Ministry of the Interior) does not publish a home stockpile duration; its official list is an evacuation 'survival kit' (komplet za preživljavanje) with water and food for at least 2 days, counting 1.5 to 2 litres of water per person per day.sourcedPublic sheltersCroatia has about 2,040 shelters for citizens with room for 367,965 people (Civil Protection Directorate data, September 2023, cited by the State Audit Office), less than 10% of the population; since 2015 municipalities manage public shelters, but there is no national register or official locator, and most cities did not publish shelter information.sourcedAlertsCroatia warns the public with a national siren system using three public signals plus a fire-brigade call-out signal, and since August 2023 with SRUUK, which sends SMS and cell broadcast warnings to every phone in the affected area, including foreign roaming users; sirens are tested on the first Saturday of every month at 12:00.sourcedIodineCroatia plans potassium iodide (KI) for people under 40 in an emergency zone within 25 km of the Krško nuclear plant in Slovenia (two towns and 11 municipalities), stored at two county public health institutes and handed out only when the authorities order it; the KI tablet authorised in Croatia (Kalijev jodid Sandoz 65 mg) is prescription-only.sourcedPrivate shelterCroatia has no specific permit, declaration or legal duty for private shelters: the 2015 Civil Protection System Act repealed the shelter rulebooks, there has been no duty to build shelters since 2000, and the State Audit Office found that shelter planning, building and maintenance are not regulated by law.sourced
Shelter standardsCroatia has no binding technical standard or approval scheme for shelters in force: the Rulebook on technical norms for shelters (NN 53/91) and the shelter maintenance rulebook (NN 45/84) were repealed in 2015 by Article 98 of the Civil Protection System Act; the Directorate only publishes non-binding 2022 recommendations on maintaining and equipping 'basic protection' shelters.not published
Emergency numbers112 is Croatia's single emergency number, run 24/7 by the Civil Protection Directorate, also reachable by SMS and with operators speaking English, German, Italian, Hungarian and Slovak; direct numbers remain for police, fire, ambulance, sea rescue and road assistance.sourced
Crisis bookletThe Civil Protection Directorate published the 20-page brochure 'Uloga građana u sustavu civilne zaštite' (The role of citizens in the civil protection system) in 2023, covering alerts, sheltering, evacuation and family preparation with a basic emergency-bag list; it also runs online 'Instructions for citizens' and other brochures and leaflets (for example on earthquakes and on mines and unexploded ordnance).sourced

Who is responsible for emergency preparedness in Croatia?

The Civil Protection Directorate (Ravnateljstvo civilne zaštite), part of the Ministry of the Interior, publishes the household advice, runs the public warning system and operates the 112 emergency number around the clock 135. Since 2015, towns and municipalities manage public shelters under Article 96 of the Civil Protection System Act 64. The Ministry of Health sets the iodine prophylaxis plan for an accident at the Krško nuclear plant in Slovenia 7.

In 2023 the Directorate published a 20-page brochure, "Uloga građana u sustavu civilne zaštite" (The role of citizens in the civil protection system), covering alerts, sheltering, evacuation and family preparation, with a basic emergency-bag list 8. It is available online as a PDF; no household mail-out was found 8. The Directorate also publishes online "Instructions for citizens" and other leaflets, for example on earthquakes and on mines and unexploded ordnance 18.

  1. Put together the survival kit from the Directorate's list: water and food for at least 2 days, a battery radio, a torch, documents and money 1.
  2. Learn the three public siren signals, and remember that the monthly test on the first Saturday at 12:00 uses the "end of danger" tone 2.
  3. Keep your phone on: SRUUK warnings reach all phones in the area, including foreign phones on roaming, without an app 3.
  4. Ask your town or municipality where the nearest public shelter is, since there is no national locator 4.
  5. Write the phone numbers of household members, relatives and friends on paper and keep them in the kit 1.
