How does Ukraine warn people? Sirens, alerts and apps

Short answer. In Ukraine, a siren wail, intermittent factory horns or vehicle signals mean the single warning signal "УВАГА ВСІМ!" (Attention everyone!) ¹. Switch on radio or TV: instructions are broadcast within 5 minutes ¹. What does the siren mean?

There is one warning signal. Local State Emergency Service guidance states: "Завивання сирени, переривчасті гудки на підприємстві, сигнали транспортних засобів означають попереджувальний сигнал «УВАГА ВСІМ!»" — a siren wail, intermittent horns at a workplace and vehicle signals mean the warning signal "Attention everyone!" ¹.

Which channels carry warnings?

Article 30 of the Civil Protection Code lists the channels: centralised automated warning systems, mobile networks, radio and TV, loudspeakers and electronic boards ³. Telecom operators and broadcasters must connect to the warning systems ³.

What is the Air Alert app?

"Повітряна тривога" (Air Alert) was developed by Ajax Systems at the initiative of stfalcon.com, with support from the Ministry of Digital Transformation, and launched on 1 March 2022 ². It ²⁵:

• warns when air-raid alerts start and end in the oblast you choose;
• works with the phone in silent or sleep mode;
• needs no registration and collects no personal data or geolocation;
• takes its data from regional administrations;
• runs on iOS and Android, with a Telegram channel mirroring all alerts.

The Diia app does not send alerts but holds the official shelter map, under "Незламність" (Resilience) ⁶. See public shelters.

Are there alerts over mobile networks?

The State Emergency Service launched an alert system over mobile operators' service channels with Vodafone, lifecell and Kyivstar, testing it from 7 September 2022; the Ministry of Internal Affairs said notifications arrive even with minimal signal ⁷. Its current national coverage, and whether it should be called "cell broadcast", were not confirmed on an accessible official page. Do not rely on it alone: keep an app and a radio as well.
