Can you build a private shelter in the UAE?

No shelter-specific permit was found in the UAE: emirate building permits apply (Dubai: Local Order 3 of 1999). Civil Defence supervises shelters.

Short answer. No permit or declaration specific to a household shelter was found in the UAE. Building permits are issued by each emirate: in Dubai, any construction works, including additions, modifications and excavation, need a Dubai Municipality permit first 3. Federal Decree-Law No. 35 of 2024 gives Civil Defence, now within NCEMA, the task of "supervising the preparation of shelters" for buildings 1. No text was found saying which buildings must have one.

Status: to be verified. The permit rules of emirates other than Dubai were not read, and no implementing rules on shelters were found 1.

Do I need a permit for a home shelter?

In Dubai, yes, the ordinary construction permit. Local Order No. 3 of 1999 applies to all private and public buildings 3. It defines construction works as any construction, demolition or maintenance of buildings, or additions or modifications to them, including excavation and backfilling 3. Article 4 forbids carrying out such works without first obtaining a permit from the Dubai Municipality's competent department 3.

In Abu Dhabi, the municipality refers to buildings "constructed without building permits" and to the Executive Regulations of Building Regulation Law No. 4 of 1983 4. We did not read that law, so the details are not confirmed. For the other emirates, nothing was checked: ask your emirate's municipality.

No federal text we read creates a separate permit for a family shelter 1.

What does federal law say about shelters?

Federal Decree-Law No. 35 of 2024 on the Reorganization of the Civil Defence Authority came into force on 15 October 2024 and repeals Federal Law No. 23 of 2006 on Civil Defence 1. Two provisions matter here:

  • Art. 3(10) lists among the authority's tasks: "Establishing public shelters and supervising the preparation of shelters for buildings, residential buildings, institutions and accommodation centres, and providing medical and social care to those affected in coordination with the Competent Authority and Concerned Entities." 1
  • Art. 6(5) says licensing authorities may not license any real estate or establishment until Civil Defence certifies that it meets prevention and safety requirements 1.

Must new buildings include a shelter?

This could not be confirmed. The decree-law gives Civil Defence a supervisory role over shelters in buildings, but no implementing rule naming the buildings that must have one was found 1.

What does NCEMA's guide say about home shelters?

NCEMA's Your Guide for Emergencies describes home and floor shelters alongside public ones, and mentions a list of "authorised and unauthorised works" posted on the shelter door 2. It gives no construction specification. Where to find public shelters is on the public shelters page.

Are there technical standards for shelters?

No published UAE technical standard or approval scheme for civil-protection shelters was found 1. Structural design, ventilation and filtration are engineering work for a qualified professional. Phaenyx gives no construction instructions.
