Short answer. The UAE's National Early Warning System, started in 2017, sends text messages to mobile phones to warn people and tell them what to do 1. Only NCEMA, the Ministry of Interior, the police of the seven emirates and the Ministry of Health and Prevention may send them 1. NCEMA's guide also describes a national siren network with three signals: "Warning", "Out of danger" and "Important announcement" 2.
How do alerts reach my phone?
The u.ae portal describes the National Early Warning System (EWS) this way: "The EWS involves sending text messages to people to warn them of the dangerous weather conditions and instruct them on procedures to be followed to stay safe." 1 Press reports describe the 2026 alerts as cell broadcast, geo-targeted and sent in Arabic and English.
Four bodies are authorised to send these alerts 1:
- the National Emergency Crisis and Disaster Management Authority (NCEMA);
- the Ministry of Interior;
- the police of the seven emirates;
- the Ministry of Health and Prevention.
What do the siren signals mean?
According to NCEMA, a network of sirens placed by NCEMA or the Civil Defence in strategic areas warns of air raids, land or sea attacks, and natural or human-made disasters 2.
| Signal | Meaning | Source |
|---|---|---|
| Warning | Danger at national level, announced by the competent authorities: move to the shelter immediately or to the previously selected area | 2 |
| Out of danger | The threat has abated: you can go home | 2 |
| Important announcement | Listen to any local radio, or any other means available, immediately | 2 |
Where to shelter is covered on the public shelters page, and general advice for an air raid warning is in /guides/air-raid-alert.
Is there an official alert app?
There is no national public-alert app 1. Two emergency apps exist: AD999 from Abu Dhabi Police and DCAS SOS for the Dubai ambulance service 1. Keeping a battery radio, as NCEMA's kit asks, covers the "Important announcement" signal if phone networks fail 2; see /guides/emergency-radio.
How are people near the Barakah nuclear plant warned?
ENEC, which operates Barakah, says the public is warned through local loudspeaker announcements, emergency services and local media 3. Iodine arrangements are on the iodine page, and planning zones in general are explained in /guides/nuclear-plant-zones.
What happened with the 2026 alerts?
The press reported missile-threat alerts by cell broadcast in 2026, a false alert that NCEMA blamed on a technical malfunction, and a change of alert tone. These reports could not be confirmed on an official page, so Phaenyx does not present them as official facts.
