Short answer. Portugal's civil protection authority (ANEPC) defines the emergency kit as a set of equipment and products that fit in a backpack, for the first hours or days after a serious accident or disaster 1. Its list has 10 items, with water and canned food for two or three days, plus one fire extinguisher kept at home. The leaflet gives no other quantities 1.
What is in Portugal's official emergency kit?
The list below comes from the 2018 leaflet "Sismos: Prepare-se e Proteja-se", produced by the national civil protection authority with the Portuguese Insurers Association 1. The Portuguese wording is given in brackets.
- First-aid kit (Estojo de primeiros socorros) 1
- Regular medication (Medicação habitual) 1
- Water and non-perishable food (Água e comida não perecível): a household reserve for two or three days; no litres given 1
- Personal hygiene products (Produtos de higiene pessoal) 1
- Change of clothes (Muda de roupa) 1
- Radio, torch and whistle (Rádio, lanterna e apito) 1
- Power bank for a mobile phone (Powerbank para telemóvel) 1
- Contacts of family and friends (Contacto de familiares e amigos) 1
- Copies of important documents (Cópia de documentos importantes) 1
- Cash (Dinheiro) 1
Kept at home, not in the backpack:
- One fire extinguisher (um extintor), with its expiry date checked 1
How should the kit be prepared?
The leaflet sets four rules 1:
- Prepare it in advance.
- Adapt it to each person's needs.
- Keep it accessible at home, at school, at work or in the car.
- Review and update it regularly.
Why are there so few quantities?
The leaflet's only quantity besides the two or three days of water and food is the single fire extinguisher 1. Press reports in March 2026 mention a 72-hour kit 2, and some municipal lists give a water figure, but none was confirmed on an official national page. For quantities used by other agencies, see our guides on water per person, the 72-hour kit and the first-aid kit.
