Are there public bomb shelters in Portugal?

Portugal publishes no network of public protective shelters and no finder. Official advice is to shelter inside a solid building, ideally a basement.

Updated 2026-10-20· 3 official sources

Short answer. No. Portugal publishes no network of public protective shelters and no shelter finder. For a radiological emergency, ANEPC's advice is to shelter inside your home, where "a cave duma casa oferece uma proteção ainda mais eficaz", a basement gives even better protection 1. People who must leave home are received in reception centres, which are not protective shelters 2.

Does Portugal have nuclear or bomb shelters for the public?

Phaenyx found no official list, map or programme of public protective shelters in Portugal. The national civil protection authority does not publish a finder 2.

What the authority does describe is sheltering at home. Its radiological-emergency page says that sheltering people inside their homes "oferece uma proteção considerável contra as radiações", offers considerable protection against radiation, and that a basement is better still 1. The protective measures it lists are warning by radio and TV, sheltering at home with doors and windows shut and ventilation off, and evacuation to reception centres outside the contaminated zone 1.

Where do people go if they are evacuated?

Evacuees without their own lodging are sent to reception centres (centros de acolhimento) or to Zonas de Concentração e Apoio à População (ZCAP), set up by civil protection 2. Their locations are announced at the time of the event, not in advance 2. These places provide shelter in the sense of lodging and support, not protection against blast or fallout.

How do I shelter well at home?

Following the official advice 1:

  1. Go inside a solid building and stay there.
  2. Close doors and windows.
  3. Turn off ventilation.
  4. If the building has a basement, use it.
  5. Follow instructions on radio and TV.

Our guides explain why distance and mass matter: protection factor, shelter or evacuate and chemical shelter-in-place.

What about tsunamis?

Coastal tsunami sirens exist in parts of Portugal, including Lisbon and Cascais 3. Tsunami warning is a separate system from shelters. See our Portugal alerts page and our tsunami guide.

Frequently asked questions

Is there a public shelter map for Portugal?

No official finder was found. Reception-centre and ZCAP locations are announced during an event 2.

Is my basement a good place to shelter?

For radiation, ANEPC says a basement offers even more effective protection than the rest of the house 1.

Are ZCAP the same as bomb shelters?

No. They are concentration and support zones for displaced people, set up by civil protection 2.

Can I build my own shelter?

Portugal has no shelter-specific law or standard; see Build a shelter in Portugal.
