Japan · Building a shelter

Do you need a permit to build a private shelter in Japan?

Japan has no national law for private or household shelters. The March 2026 Cabinet policy is still studying shelter definitions and specifications.

Updated 2026-10-20· 7 official sources

Short answer. Japan publishes no official rules for private household shelters: no national law requires, licenses or certifies them, and there is no obligation for households 1. The Cabinet's March 2026 shelter policy focuses on designating public and private buildings and says technical specifications, definitions and names for shelters are still being studied, with an update expected about a year later 12.

Is there a Japanese law on private shelters?

No. Japan has no national law that requires, licenses or certifies private or household shelters 1. Civil-protection law deals with evacuation facilities designated by prefectures in existing buildings, not with shelters built by individuals 3. Any construction still falls under ordinary building rules: ask your municipality's building department, in writing, which permits and inspections apply before you start.

What does the March 2026 shelter policy say?

The Basic policy on securing evacuation facilities (shelters) for emergencies, adopted by Cabinet decision on 31 March 2026, concentrates on designating buildings such as underground stations, shopping malls and car parks 12. On definitions it states: 「技術的な仕様や定義・名称等について、諸外国の事例も参考にしつつ、専門的見地から更なる検討を加え、1年後を目途に整理する。」 — technical specifications, definitions and names will be studied further, drawing on other countries' examples, and organised within about a year 1.

The incentives it considers, such as floor-area ratio relaxation for large buildings and awards for businesses, are not aimed at private homes 1.

Is an "earthquake shelter" the same thing?

No. Some municipalities subsidise earthquake shelters (耐震シェルター), which protect occupants if a house collapses, not against armed attack. For example, Kofu pays up to 360,000 yen for a one-room or bed-type earthquake shelter on the ground floor of an owner-occupied wooden house begun before 1 June 1981 with a seismic score under 0.7 4. These programmes do not cover blast or fallout shelters.

Is there a technical reference I can show an engineer?

The only official technical document is the non-binding Technical Guideline for Specified Temporary Evacuation Facilities (2nd edition, June 2024), written for public basement shelters 5. It is summarised on the shelter standards page. It is not a certification scheme, and applying it to a house is a job for a licensed engineer.

Who should design a shelter?

A licensed engineer. A buried or reinforced structure has to carry soil and water loads, stay dry and supply enough air; these depend on your site, and this page gives no construction instructions. Our guides help you ask the right questions:

Do I need a private shelter if public facilities exist?

Japan designates 103,226 evacuation facilities, including 62,382 emergency temporary evacuation facilities and 4,540 underground ones (1 April 2026), and reports 100% population coverage of emergency temporary evacuation facilities for all designating authorities 7. These give short protection from blast and fragments, not long stays 1. Locate yours on the public shelters page.

What does the government recommend instead?

Household stockpiles of at least 3 days and ideally 1 week 1, knowing the nearest designated evacuation facility, and acting fast on a J-Alert message: go into a building or underground 6. See the emergency supplies and public shelters pages.

Frequently asked questions

Is it legal to build a bunker at home in Japan?

No national law bans, requires or licenses one 1. Ordinary building rules may apply: check with your municipality.

Is there a certified shelter standard in Japan?

No. There is no certification or approval scheme for shelter products; the 2024 guideline is non-binding and written for public facilities 5.

Will Japan publish shelter standards?

The March 2026 policy plans to organise specifications, definitions and names within about a year, and is studying standards including against nuclear attack 1.

Do subsidies exist for home shelters?

Municipal subsidies exist for earthquake shelters, such as Kofu's up to 360,000 yen, but they cover protection against house collapse only 4.
