Estonia's official emergency kit list, item by item

The Rescue Board and kriis.ee one-week list: 3 L of water per person per day, canned food, radio, light, power bank, stove, medicines and cash.

Updated 2026-10-20· 2 official sources

Short answer. Estonia's official list is built for at least one week of self-reliance 1. The Rescue Board asks for 3 litres of drinking water per person per day and food for the whole family for a week 1; the government crisis portal kriis.ee adds canned and instant foods, a radio, light, a power bank, a camping stove, moist paper towels and cash 2.

What is on Estonia's official list?

Each line comes from the Rescue Board's "Ole valmis!" page 1 or the kriis.ee one-week list 2. Quantities are given only where an official source gives one.

Item Quantity Source
Drinking water 3 litres per person per day; at least one day's water at home and the means to get more, within the one-week target 1
Drinking water (one-week list) 21 litres (kriis.ee does not say whether per person; 3 L x 7 days = 21 L) 2
Food for the whole family enough for at least one week 1
Instant soups / puree powders not specified 2
Canned soups and foods; canned meat, fruit, vegetables not specified 2
Crackers not specified 2
Candy, halva, cookies not specified 2
Baby food if necessary 2
Medicines the family uses and first-aid supplies not specified (keep in regular rotation) 12
Flashlight and spare batteries / other light sources (candles, lanterns) not specified 12
Candles and matches not specified 2
Battery-powered or dynamo radio (car radio as alternative) not specified 12
Fully charged power bank; batteries; alternative power (solar panel or generator) not specified 12
Tabletop / camping stove to heat water and cook not specified 12
Moist paper towels not specified 2
Cash not specified 2
Vehicle fuel keep the tank at least half full 1

How do I adapt the list to my household?

Multiply the water by the number of people and the number of days: 3 litres a day for one person over seven days is 21 litres 1. Add baby food if you have an infant 2, and the medicines each person uses 1. The guides /guides/water-per-person, /guides/food-shelf-life, /guides/first-aid-kit, /guides/vulnerable-people and /guides/pets go further.

The Estonian list does not mention toilets without running water, documents or warm clothing; the guides /guides/emergency-sanitation, /guides/important-documents and /guides/extreme-cold cover these general topics. Why one week rather than three days is explained on the emergency supplies page.
