Safe water in Estonia: notices, drought and what to store

Estonia's Health Board lists each water network's quality online. If water is unsafe, drink bottled or boiled water. Store 3 litres per person a day.

Short answer. About 85% of Estonians get water from public networks that are well controlled; the other 15% drink from private wells with no official quality data 1. The Health Board (Terviseamet) rates each network in a public database 12. If water is microbiologically unsafe, use bottled or boiled water for drinking, cooking and brushing teeth 1. The Rescue Board asks for 3 litres of drinking water per person per day 3.

How do I know if my tap water is unsafe?

Look up your network in the Health Board's public drinking-water database: it lists 971 water networks by county, municipality and operator, with an overall quality rating such as "Vastav" (compliant) and the date of that rating 2. Phaenyx found no national list or feed of boil-water advice; the Health Board says normal use resumes only once analyses confirm the water is safe and a corresponding notice has been given 1.

When microbiological results fail or contamination is suspected, the Health Board's advice is to follow the precautionary principle 1:

  • Drink, cook and brush teeth with bottled water or tap water that has been boiled first.
  • Washing hands with tap water is fine; the Board also suggests a disinfectant.
  • Showering is fine if your skin is unbroken and you keep water out of your mouth.
  • For dishes, boiled water is advised; in a dishwasher, choose a long, high-temperature programme.

If you get symptoms such as vomiting, diarrhoea or fever, contact your family doctor or call the family doctor advice line 1220; in a serious case, call an ambulance 1. Once the water is safe again, run your taps until fresh water comes through, clean filters and other water devices, and empty and clean an electric water heater 1. See What to do during a boil-water notice and Do-not-drink notices. For how national warnings reach you, see our Estonia alerts page.

How much water should I store?

The Rescue Board asks households to be able to get by on their own for at least a week, and to keep at least one day's drinking water at home: 3 litres of drinking water per person per day 3. It also asks you to think about where you could get more drinking water if needed 3. Full figures are on our Estonia emergency supplies page; for storage and rotation, see How much water to store per person per day?.

Is Estonia short of water?

Not on average. In WRI's Aqueduct 4.0 model, the population-weighted median of Estonian cities falls in the "low to medium" category for current water stress, stays "low to medium" in the 2050 business-as-usual projection, and is "medium" for drought risk 4. These are city medians: a given town or catchment can sit higher or lower. Phaenyx found no national system of drought warnings or water-use restrictions. See Drought preparedness.

What if I have a private well?

There are no official quality data for private wells 1. The Health Board says well water should be tested for microbiological indicators and for nitrogen compounds (ammonium, nitrite and nitrate) 1. If a well is microbiologically contaminated, boil the water used for drinking and in the kitchen; boiling does not help against chemical contamination, which needs suitable filters 1. Large floods can contaminate wells; the source should be found and removed, and the well cleaned and disinfected, ideally by specialists because most disinfection products are for professional use 1. For water-supply questions, residents should contact their local government 1. See Private well emergencies.

What should I do after a flood?

Large floods can contaminate wells, and the Health Board's well advice above then applies 1. See Water safety after a flood. A household plan can keep your water stock and local contacts in one place.

Frequently asked questions

Is tap water in Estonia safe to drink?

Water from public networks, which serve about 85% of residents, is well controlled; check your network's rating in the Health Board database 12.

Where do I find boil-water advice in Estonia?

Phaenyx found no national list. The Health Board's guidance applies whenever microbiological results fail, until analyses confirm safety and a notice is given 1.

How much water does Estonia recommend per person?

3 litres per person per day; keep at least one day's supply at home, within a one-week self-reliance target 3.

Does boiling make well water safe?

Against microbes, yes; against chemical contamination, no: that needs suitable filters 1.
