Can I build a private shelter in the Czech Republic?

The Czech Republic publishes no specific permit or rule for private household shelters. General building law applies; check with your building office.

Updated 2026-10-20· 3 official sources

Short answer. The Czech Republic publishes no official permit, declaration or legal obligation specific to private household shelters 1. The state register covers only permanent shelters kept by the regional fire services, and the Interior Ministry says it has no information on private shelters outside that register 1. Any underground structure remains subject to general building law: consult your local building office and a structural engineer.

Is there a specific permit for a home shelter?

None that we found. No official Czech source we consulted sets out a permit, declaration or obligation that applies specifically to a private household shelter 1. That is different from saying no permit is needed: a shelter is still a structure, usually underground, and general building law applies to it.

Before any work, ask your local building office (stavební úřad) which procedure your project needs, and have it designed by a qualified structural engineer. Phaenyx does not give construction instructions.

Will my shelter be registered?

Not automatically. The state shelter register covers permanent shelters kept by the regional fire and rescue services 13. The Interior Ministry's fire-service directorate wrote in 2024: "Pokud byly vybudovány v tomto období nějaké soukromé úkryty, které nejsou v evidenci vedeny, MV-GŘ HZS ČR nemá o tom k dispozici žádné informace" (if any private shelters were built in this period that are not recorded, the directorate has no information about them) 1.

Are there technical standards I can use as a reference?

Yes, for public shelters. Decree 380/2002 Sb. sets technical requirements for permanent shelters (§ 22): mainly fully underground, dual-use spaces, sited within 500 m of where people gather, at least 100 m from toxic-gas stores and outside flood zones, with ventilation, water supply and seismic protection covered in the design 2. These rules are written for public shelters, not homes, and no certification scheme for privately sold shelters was found. They are nonetheless the official Czech reference for what a shelter is expected to do. Details: Czech shelter standards.

What can I do without building anything?

Most of the population would rely on improvised shelters in ordinary buildings, which municipal offices are expected to keep records of 3. Steps that need no construction:

  • Find your nearest permanent shelter on the Terinos map and ask your municipal office about improvised shelters (public shelters).
  • Pick the best room in your own home: for radiation, a closed masonry room such as a cellar; for a chemical release, an upper-floor central room (alerts).
  • Build the 72-hour supply (kit checklist).
