Short answer. Thailand has no national network of public blast or fallout shelters and publishes no shelter count or locator. Under the Disaster Prevention and Mitigation Act B.E. 2550 (2007), disaster directors must provide temporary places where people affected by a disaster can shelter, and they can order people to leave a danger area 1. Bunkers exist along the Cambodian border 2.
Is there a public shelter network in Thailand?
No. Thailand publishes no count, map or locator of public shelters. Public protection relies on temporary shelters that disaster directors set up when a disaster happens 1.
What does the law require?
The Disaster Prevention and Mitigation Act B.E. 2550 sets three relevant rules 1:
| Section | What it says |
|---|---|
| Section 27(1) | Directors must "provide the temporary place for the disaster affected person to shelter, to receive the first aid service and for keeping a property of the disaster affected person" |
| Section 28 | Directors can order people to leave a danger area |
| Section 52 | Penalty of up to 1 month in prison or a fine of up to 2,000 baht, or both |
Check the Act's text for exactly which orders the Section 52 penalty applies to.
How do I find a shelter during a disaster?
Follow the instructions of the provincial or district disaster director and your local authority, and call the DDPM hotline 1784 13. Because shelters are set up for each event, there is no fixed address to note in advance. Whether to stay or leave depends on the hazard: see /guides/shelter-or-evacuate.
What about the bunkers on the Cambodian border?
Bunkers (หลุมหลบภัย) exist along the Cambodian border. According to a press report, after the 28 May 2025 clash at Chong Bok (Nam Yuen district, Ubon Ratchathani), the Minister of Interior sent an urgent memo on 9 June 2025. The Ministry then asked seven provinces (Ubon Ratchathani, Sisaket, Surin, Buriram, Sa Kaeo, Chanthaburi and Trat) to count existing bunkers, those in good condition, those needing repair and the need for new ones 2. This is a press report only: no official count was found on a government site. If you live in one of these provinces, ask your district office where the nearest bunker is.
