Short answer. South Korea's civil defence shelters are governed by the Framework Act on Civil Defense and its decree and rules. Ministers, provincial governors and city, county and district heads must set up emergency shelters 1. They may order owners of buildings with a basement to prepare civil defence facilities, though not owners of detached homes 1. Shelters must carry guide and direction signs 12, be usable at once in an emergency 3, and are inspected periodically 1.
What is a civil defence shelter?
The Ministry of the Interior and Safety (MOIS) defines it as a facility set up or designated to protect residents from blast and fragments during air raids or missile attacks 4. The rules provide purpose-built shelters (대피호) only where no basement, underground floor or underground car park exists nearby 3. Seoul, for example, uses underground spaces such as subway stations, buildings and apartment car parks 5.
Who can be ordered to prepare a shelter?
Authorities may order owners, occupants or managers of these buildings, other than detached homes used as dwellings, to prepare civil defence facilities 1:
- buildings with a basement under the Building Act;
- buildings and facilities that must have fire-safety systems;
- other buildings set by MOIS ordinance.
The order goes to the owner; only if there is no owner or the owner is unclear does it go to the manager, then the occupant. In apartment complexes with a residents' joint management committee, it goes to the committee's representative 3. The owner must comply within the set period and report it; an official then checks the work 3. If the work is still not done, two written reminders follow (30 days, then 15 days), then a complaint to the authorities 3. One extension of up to 6 months can be granted for a valid reason 3.
When does a private shelter become a public one?
A city, county or district head may designate a privately owned shelter of 60 m² or more as a public shelter, after consulting its owner 3. In peacetime a shelter may be used for other purposes, but it must be usable as a shelter at once if a civil defence emergency occurs 3.
How are shelters signed and inspected?
Authorities must let residents know where shelters are and how to use them 1. Heads who set up shelters must install guide signs and direction signs 1, at the shelter or its entrance and in nearby places that are easy to see, following the model in Annex 1 of the decree 2. City, county and district heads inspect facilities periodically and report to the governor, who reports to MOIS; MOIS may fund repairs or replacement 1.
How much space per person?
Seoul's shelter page converts its shelter floor area into capacity using 0.825 m² of usable floor area per person 5. This figure does not appear in the Act, the decree or the rules.
How can I check a shelter near me?
MOIS says locations and size can be checked on Naver, Daum, Naver Map, KakaoMap, T map, the national disaster safety portal and the Safety Stepping Stone (안전디딤돌) app 4. See public shelters in South Korea.
Can I use these rules to build my own shelter?
The rules set duties for authorities and building owners; they are not a design guide. Any construction work belongs to a licensed engineer. Phaenyx does not give construction instructions. See building a shelter in South Korea.
