Can I build a private shelter in Slovakia?

Slovakia sets no specific permit or declaration for private household shelters. It is a building project under general rules; ask your building office.

Updated 2026-10-20· 2 official sources

Short answer. Slovakia has no specific permit or declaration for a private household shelter 12. The civil protection act places shelter duties on the state, municipalities and businesses, not on private households 1. A private shelter is a building project under the general building rules. If a facility is officially designated for civil protection in its occupancy approval, the owner or tenant must keep it for that purpose 1.

Is there a permit for a home shelter?

No permit or declaration specific to private shelters exists in the Slovak civil protection rules 12. A shelter is treated like any other construction: ask your local building authority (stavebný úrad) which procedure your project needs, and work with a qualified structural engineer. Phaenyx gives no structural instructions.

Who has shelter duties in Slovakia?

The civil protection act and its decree set duties for public bodies and businesses:

  • Designated facilities. An owner or tenant must keep the original purpose of a civil protection facility designated as such in the occupancy certificate; the building authority decides disputes (Act 42/1994, § 4(2)) 1.
  • Land-use planning. The extent of compulsory construction of civil protection facilities is set in land-use planning with the district offices (Act 42/1994, § 4(3)) 1.
  • Businesses. Legal persons and self-employed people prepare a designation sheet (určovací list) for simple shelters in buildings they own or operate in, and inform the municipality (Decree 532/2006, § 12(4)) 2.

No such duty is set for private individuals 2.

What rights do residents have?

Every person has the right to timely warning, evacuation and shelter, and to information on how to protect themselves (Act 42/1994, § 17) 1. In practice, the municipality's shelter plan assigns hardened, gas-tight or simple shelters 2. See public shelters.

Which technical rules can serve as a reference?

Decree 532/2006 sets the requirements for public civil protection shelters: hardened shelters for a stay of at least 5 days, gas-tight shelters for at least 2 days, and simple shelters adapted from suitable rooms 2. These rules are not a certification scheme for private shelters, but they show what the Slovak state expects a shelter to do. Details: shelter standards.

Background reading: protection factor, shelter ventilation, NBC filtration, the 7-10 rule for fallout, buried containers and reinforcing a container.

Is my basement already a shelter?

Possibly, on paper. Slovakia's plan relies on simple shelters built by self-help (JÚBS): suitable basements and rooms adapted after an emergency is declared, under the municipality's shelter plan 2. Ask your municipality whether your building is listed. If your building was designated for civil protection in its occupancy certificate, its purpose must be kept 1.

Before you build: what you can do now

A shelter is a long project. Meanwhile, you can follow the official Slovak steps: ask your municipality which shelter is assigned to your address (public shelters), learn the siren signals (alerts) and build the home supply (kit checklist).

Frequently asked questions

Do I need to declare a private shelter to the municipality?

No declaration specific to private shelters is set out 12. Businesses, not private individuals, must prepare designation sheets for simple shelters 2.

Can I convert a designated civil protection room in my building?

No. The owner or tenant must keep its original purpose; the building authority decides disputes 1.

Must my shelter meet Decree 532/2006?

The decree applies to civil protection facilities and is not a certification scheme for private shelters 2. It is a useful benchmark for your engineer.

Who should design a home shelter?

A qualified structural engineer, with your local building authority. Phaenyx does not give construction instructions.

Is there a standard my private shelter must meet?

None is set for private shelters. Decree 532/2006 applies to civil protection facilities 2.
