Short answer. Poland has over 70,000 shelter points checked by firefighters and building inspectors, with room for about 20 million people, mostly cellars, underground passages and garages 34. To find the nearest one, use the free official map at gdziesieukryc.pl, ask your municipal office (urząd gminy), or ask a State or Volunteer Fire Service unit 13.

How many shelters does Poland have?

According to the Interior Ministry, as of 22 December 2025 34:

Figure Value
Shelter points Over 70,000
Capacity About 20 million people
Protective structures inspected by the State Fire Service Almost 4,000
Of those, fit for purpose Almost 2,000

Most shelter points are cellars, underground passages and garages 3. They were checked by firefighters and building inspectors 3.

How do I find the nearest shelter?

There are three official routes:

  1. The "Gdzie się ukryć" map at gdziesieukryc.pl. It is free and works offline once the data is saved 3.
  2. Your municipal office (urząd gminy) 1.
  3. A State or Volunteer Fire Service unit (Państwowa or Ochotnicza Straż Pożarna). The government guide also points to gov.pl/kgpsp 1.

The Safety Guide puts it this way: "Informacje o lokalizacji miejsc schronienia znajdziesz w urzędzie gminy, jednostce Państwowej lub Ochotniczej Straży Pożarnej oraz na stronie gov.pl/kgpsp" (information on the location of shelter places is available at the municipal office, a State or Volunteer Fire Service unit, and at gov.pl/kgpsp) 1.

It is worth checking before an emergency, saving the map data on your phone, and noting the location in your family emergency plan.

What types of shelter exist, and how are they marked?

The 2024 Civil Protection and Civil Defence Act defines three categories 2:

  • Schron: a sealed structure with filter-ventilation.
  • Ukrycie: an unsealed protective structure (a hideout).
  • Miejsce doraźnego schronienia: a temporary shelter place.

Each is marked with the international civil defence sign and a label reading SCHRON, UKRYCIE or MIEJSCE DORAŹNEGO SCHRONIENIA 2. The technical classes behind these categories are on our shelter standards page. For what filtered ventilation means in practice, see NBC air filtration.

How much shelter space must authorities plan?

The Act sets planning targets for collective protection 2:

Area Collective protection planned for Of which in protective structures
Cities At least 50% of the expected population At least 25%
Outside cities At least 25% At least 15%

These are targets for the authorities' planning, not a guarantee of a place for every person.

When should I go to a shelter?

Follow official instructions. When an alarm sounds, the guidance is to turn on the radio or TV and follow what the authorities say; see our page on alerts in Poland. For the general reasoning on staying put versus moving, see shelter in place or evacuate.

Frequently asked questions

Yes. The free "Gdzie się ukryć" map at gdziesieukryc.pl shows shelter sites and works offline once the data is saved 3.

Your municipal office (urząd gminy) or a State or Volunteer Fire Service unit 1.
