Short answer. Peru has two public warning systems. SISMATE sends cell-broadcast alerts to mobile phones when INDECI determines that a disaster is probable or confirmed; it was created by Law 30472 of 2016 and needs no app 24. SASPe sirens sound for earthquakes of magnitude 6.0 or greater in 114 coastal districts 1. Tsunami warnings come from the Navy and are relayed by INDECI 6.
What is SISMATE?
SISMATE (Sistema de Mensajería de Alerta Temprana de Emergencias) is Peru's phone alert system. It was created by Law 30472 of 2016 4, built by the Ministry of Transport and Communications (MTC) and is operated by INDECI 2.
- What you see: a text alert with a continuous sound, the screen lighting up and vibration, overriding the phone's other functions 2.
- When it is sent: only when INDECI determines the probability or confirmation of a disaster: earthquake, tsunami, flood, huayco (mudflow) or landslide 2.
- Who receives it: active mobile lines with Cell Broadcast enabled, within operator coverage 2.
- Testing: a national test on 6 May 2022 aimed to reach about 22.5 million people 3.
No app is needed for SISMATE 27.
What is SASPe?
SASPe (Sistema de Alerta Sísmica Peruano) is a network of electronic sirens run by INDECI and the Geophysical Institute of Peru (IGP) 17.
| Feature | Detail |
|---|---|
| Trigger | Earthquakes of magnitude 6.0 or greater detected by the IGP's network of 106 accelerometers |
| Coverage | 114 coastal districts in 10 departments plus Callao, about 1,541,517 people; most sirens are in Lima and Callao |
| Hazard | Earthquakes only, in this first phase |
| Activation | BGAN satellite, VHF radio, EWBS (digital TV) and GPRS |

What should I do when the SASPe siren sounds?
- In the street: move to an external safe zone, away from objects that could fall 1.
- Indoors: if you cannot evacuate, shelter in your internal safe zone and evacuate when the shaking stops 1.
- Then: go to the meeting point nearest the sirens 1.

How do tsunami warnings work?
Tsunami warnings are issued by the Navy's hydrography directorate (DIHIDRONAV) and relayed by INDECI's National Emergency Operations Centre 6. INDECI uses two levels: "Una alerta es la probabilidad de ocurrencia del evento; mientras que una alarma, se refiere a la inminencia del fenómeno" 6. In other words, an alerta means a tsunami is possible, an alarma means it is imminent. Safe zones for tsunamis are high ground. Our tsunami guide explains what to do.
What is Línea 119?
A free MTC voice mailbox for disasters, available 24 hours 5:
- If you are in the affected area, dial 119, option 1 and record a message.
- Relatives dial 119, option 2, then your number, to listen to it. From a landline, include the area code.
Is there an official alert app?
SISMATE needs no app. The IGP publishes an official Android app, "IGP", to check its latest seismic and volcanic alerts 8. INDECI has no public-alert app 28. A battery or hand-crank radio is a useful backup: see our emergency radio guide.
Frequently asked questions
What is the difference between SASPe and SISMATE?
SASPe is a siren network on the coast, triggered automatically for earthquakes of magnitude 6.0 or more 1. SISMATE is a phone alert sent by INDECI for several hazards 27.
Will SASPe warn me of a tsunami?
Not in its first phase, which covers earthquakes only 1. Tsunami alerts and alarms come through INDECI and DIHIDRONAV 6.
Why did I not receive a SISMATE alert?
Only active lines with Cell Broadcast enabled and within operator coverage receive it 2. Check your phone's emergency alert settings.
Does the siren sound inland?
SASPe covers 114 coastal districts in 10 departments plus Callao 1.
