What official standards apply to shelters and safe zones in Peru?

Peru has no protective-shelter standard, but official rules set space, water and sanitation minimums for temporary albergues and require marked safe zones.

Short answer. Peru has no technical standard for blast or fallout shelters. The official rules that exist cover two other things: the temporary albergues opened for people displaced by a disaster, with minimums for space, water and sanitation set out by the Ministry of Women and Vulnerable Populations (MIMP) and by INDECI 12, and the safety signs that mark evacuation routes and safe zones, which a government information sheet says must follow the Peruvian technical standard NTP 399.010-1 3.

Which texts set the rules for albergues?

Text What it covers Source
Ministerial Resolution No. 064-2020-MIMP Approves the guide "Gestión de albergues temporales" for people displaced by emergencies or disasters (as cited by MIMP's 2021 guidance; the resolution itself was not consulted) 1
MIMP basic guidance on albergue management (2021) Practical criteria for local governments before opening and running an albergue 1
INDECI protocol for installing albergues (2006) Types of albergue and conditions in existing buildings 2

Local governments are the main actors that open and run albergues; MIMP is the lead body for the protection and care of displaced people 1.

What kinds of albergue are there?

INDECI recognises two types: field albergues, made of family tents or prefabricated modules, and albergues in buildings, meaning duly qualified public facilities 2. Permanent resettlement camps are not albergues 2.

What minimum conditions must an albergue meet?

MIMP's guidance, based on the Sphere humanitarian standards, sets these minimums 1:

Item Minimum Source
Covered floor space 3.5 m² per person 12
Camp-type site, including family plot 45 m² per person (30 m² if community services are outside the site) 1
Distance to water point at most 500 m 1
Queue for water at most 15 minutes 1
Toilets 1 per 20 people 1
Water taps 1 per 250 people 1

An albergue must stand in a hazard-free area with access roads and adequate lighting, and have railings and wheelchair ramps where needed 1. For existing buildings, INDECI adds 10 m³ of air volume per person and 75 cm between beds 2.

These are criteria for authorities choosing and running a site. They are not building instructions: Phaenyx gives none.

How are safe zones marked?

An information sheet hosted on gob.pe, written in the context of workplace safety and health, states that every establishment must display safety signs that comply with NTP 399.010-1, which sets their colours, symbols, shapes and dimensions 3. It cites the National Building Regulation (Supreme Decree No. 011-2006-VIVIENDA) as the basis; the sheet does not name its issuing body, and we have not checked the article of that regulation ourselves 3. Information signs show first-aid points, evacuation routes and safe zones, including the sign "Zona segura en casos de sismos" (safe zone in case of earthquakes) 3.

At home, INDECI asks each family to identify its own internal and external safe zones and meeting point; for tsunamis and floods, "las zonas seguras son las zonas altas" (the safe zones are high ground) 4. See public shelters in Peru and our tsunami guide.

Frequently asked questions

Is an albergue a protective shelter?

No. It is temporary housing for people displaced after a disaster, not a structure built to protect against blast or fallout 2.

How much space does each person get in an albergue?

At least 3.5 m² of covered floor space 12.

Who opens albergues in my district?

The local government, with support from national bodies 1. Locations are announced for each emergency.
