Ireland · Building a shelter

Can I build a private shelter in Ireland?

Ireland publishes no rules, permit regime or official guidance specific to private shelters. What that means, and who to ask before any work.

Updated 2026-10-20· 3 official sources

Short answer. Ireland publishes no rules, permit regime or legal obligations specific to private shelters, and no official guidance on building one was found. There is also no official technical standard or approval scheme for shelters. For an emergency at a working UK nuclear facility, the EPA states that sheltering would not be necessary in Ireland 1.

Is a private shelter required or regulated in Ireland?

No shelter-specific rule exists in official Irish sources. Ireland does not require homes to include a shelter, and publishes no permit, declaration or funding scheme for one. The 2026 Be Emergency Ready booklet does not cover building a shelter 2.

Which rules would apply if I want to build one?

Because there is no shelter-specific regime, a project would fall under the ordinary rules that apply to any building work. Phaenyx has not reviewed Irish planning and building rules for shelters, so this page does not say whether a given project needs permission. Before any work, contact your local authority (county or city council). The Office of Emergency Planning lists local authority contacts 3; see also the emergency contacts page.

Anything underground or load-bearing is structural work. It needs a qualified engineer, not a generic plan. Our guides on burying a shipping container and what it takes to make a container safe underground explain why.

Is there an Irish technical standard for shelters?

No. Ireland has no official technical standard or approval scheme for shelters, so Phaenyx publishes no Irish shelter-standards page.

What does official guidance recommend instead?

Irish preparedness guidance focuses on household supplies and covers leaving home 2. For the nuclear scenario, the EPA's position is that "protective actions, such as sheltering, evacuation or the consumption of iodine tablets, would not be necessary" for an emergency at a working UK facility 1. See the emergency supplies, alerts and iodine pages.

If you still consider a dedicated room or structure, the general principles are covered in our guides on protection factor, shelter ventilation and NBC air filtration. They cite non-Irish agencies and are not Irish rules.
