Short answer. We found no French technical standard for civil-defence or fallout shelters, and in 2023 the government pointed to nuclear deterrence and to sheltering in place, not to building shelters 1. Two official rules do deal with safe spaces. A flood risk prevention plan (PPR inondation) can require a refuge zone above flood level in homes 35, and every public school must have a safety plan (PPMS) that sets where pupils shelter 2.
Is there a French standard for bomb or fallout shelters?
No. Answering a Senate question in May 2023, the Prime Minister did not cite any shelter standard or programme. The answer said nuclear deterrence protects France permanently, and contrasted France with partners that "ont fondé une partie de leur défense sur la construction d'abris antiatomiques" 1. For radiological accidents, the protective measure is sheltering in a building (mise à l'abri) 1. See public shelters in France and building a shelter.
What is a flood refuge zone, and who must have one?
A refuge zone (zone refuge) is a space inside the home, above the reference flood level, where occupants wait for rescue or for the water to fall 3. The ministries' reference guide says it must be reachable from inside the home, at night and through water, and reachable from outside by boat or helicopter rescue 3. It says the measure becomes relevant once water can reach 50 cm in the rooms 3.
There is no single national obligation. The requirement, if any, comes from the local PPR, which differs from one area to the next. As an example only, not a rule in force: the draft flood plan for Ventabren (Bouches-du-Rhône), as presented at its public inquiry, makes a refuge zone a condition for new homes in some zones. For existing buildings, the draft requires works such as a refuge zone above the reference flood level, within 5 years of the plan's approval and up to 10% of the property's market value 5. The final plan may differ.
The design of any such space belongs to an architect or engineer. Phaenyx gives no construction instructions.
Is there financial help?
Yes. Works imposed by a flood PPR on an existing home or mixed-use building are limited to 10% of its market value. Private owners and firms with fewer than 20 employees can get Fonds Barnier funding at 80%, up to €36,000 per property; for business premises the rate is 40% 4.
What must schools have?
The circular of 8 June 2023 merged the "major risks" and "attack-intrusion" plans into one PPMS 2. It applies to all public primary and secondary schools; private schools under contract may follow it 2. The plan describes the school and sets the conduct to follow in the face of threats and major risks 2. Schools must hold at least two PPMS drills a year, separate from fire drills: one in September-October and one before the winter holidays 2. Parents receive information at the start of each school year 2.
Frequently asked questions
How do I know if my home must have a refuge zone?
Read the regulation of the PPR that covers your commune, published by the prefecture 5. A plan still at the draft or public-inquiry stage may change before approval. Requirements depend on the zone your property is in.
Does a refuge zone protect against anything other than floods?
No. The ministry guide describes it only as a flood measure 3.
Can I see my child's school safety plan?
The circular requires information for parents each school year. The plan itself goes to the mayor, the education authority and the emergency services 2.
