Short answer. Slovenia counts 2,244 shelters with a total of 348,537 shelter places, most of them in urban centres 12. Shelters have been built since 1973 12. Municipalities (občine) keep the shelter register, so the way to find your nearest shelter is to ask your municipality; no national public online map was found 12.

The official wording: "Imamo 2244 zaklonišč s skupaj 348.537 zakloniščnimi mesti, večina jih je v urbanih središčih" — we have 2,244 shelters with a total of 348,537 places, most of them in urban centres 12.

How do I find my nearest shelter?

Ask your municipality. "Evidenco o zakloniščih vodijo občine" — municipalities keep the shelter records 12. The municipal register lists each shelter's number, type and capacity, address, owner and the date of its last inspection 12. No national public online map was found when this page was checked.

Practical steps:

  1. Contact your občina and ask for the shelter nearest to your home, workplace and children's school.
  2. Note the address and the type of shelter, since types differ in protection and length of stay (see shelter standards).
  3. Add the location to your household form and contact cards, which the government page "Bodite pripravljeni ob nesrečah" invites every family to fill in. See our guide on the family plan.

Are the shelters ready to use right now?

Slovenian shelters are dual-use: in normal times they can serve other purposes, and they must be made ready for sheltering within 24 hours when a threat arises 12. Owners must maintain them and keep a valid certificate of suitability, issued for ten years after a control test by an authorised organisation 12.

Which buildings have shelters?

According to the official shelter pages, shelters are mandatory only for certain buildings in urban areas of more than 10,000 residents: health and childcare facilities, schools, public telecommunications, national radio and television, public transport, key energy and defence industry, and state bodies 12. Other buildings in those areas must have a reinforced ceiling above the basement instead 12. How these rules apply to private homes is still being verified. Details are on building a shelter.

When should I go to a shelter rather than stay home?

Follow the instructions given after a siren or SI-ALARM message (see alerts). The immediate-danger siren covers floods, major fires, radiological or chemical danger, military attack and other dangers, and each calls for a different response. Our guides on whether to shelter or evacuate, chemical shelter-in-place and air raid alerts explain the general principles.
