What standards apply to shelters in the Philippines?

No blast or fallout shelter standard. RA 12076 sets evacuation center standards: 300 km/h winds, magnitude 8.0 earthquakes, required facilities.

Short answer. The Philippines has no standard for blast or fallout shelters. The only official shelter standards are for evacuation centers, under Section 4 of the Ligtas Pinoy Centers Act (Republic Act No. 12076, 2024): disaster-resilient buildings "designed to withstand wind speeds of at least three hundred kilometers per hour" and earthquakes of at least magnitude 8.0, sited away from hazards 1.

What structural standards apply to evacuation centers?

Section 4 of Republic Act No. 12076 sets three requirements 1:

  • Wind: designed to withstand wind speeds of at least 300 km/h.
  • Earthquakes: designed to withstand seismic activity of at least magnitude 8.0.
  • Location: at a safe distance from hazards, using the geohazard maps of the Mines and Geosciences Bureau (MGB), PHIVOLCS and PAGASA.

The law provides that these specifications are reviewed periodically 1. Phaenyx gives no construction instructions; any structure built to such criteria requires a licensed engineer.

Which facilities must an evacuation center have?

The law lists mandatory facilities 1:

Facility Requirement
Sleeping quarters Required
Showers and toilets Separate for men and women; one for every 20 males and females, and one for every 8 persons with disabilities or elderly
Kitchen and dining Food preparation and storage meeting Department of Health sanitation standards
Waste Trash and waste segregation and collection areas
Health care Isolation or quarantine area, health station, breastfeeding room, mental wellness space and counseling room
Recreation Recreation area
Protection Women and child-friendly spaces
Water Rainwater harvesting, standalone water pumping facilities
Power Standby power for lighting, medical and communication equipment; a powerhouse
Storage Storage area for food and non-food items

All rows: Republic Act No. 12076, Section 4 1.

Who checks that the standards are met?

The NDRRMC inspects evacuation centers every year (Section 5). The DPWH carries out routine inspections at least once a year for structures up to 15 years old and twice a year for older ones (Section 6). Cities and municipalities audit their centers at least once a year and after any disaster (Section 10) 1.

Do these standards cover nuclear or chemical protection?

No. Their scope is natural hazards: typhoon winds and earthquakes 1. They say nothing about blast resistance, radiation shielding, air filtration or protection against chemical, biological, radiological or nuclear (CBRN) agents. The only official text on fallout shelters is Executive Order No. 116 of 1968, which created an advisory committee to recommend designs 2; no standard resulting from it was found.

For the concepts other countries use to rate shelters, see /guides/protection-factor, /guides/nbc-filtration, /guides/shelter-ventilation and /guides/safe-room-standards.

Do these standards apply to a private home shelter?

No. Republic Act No. 12076 covers public evacuation centers only 1. A private project falls under ordinary building rules; see build a shelter.
