How are people warned of emergencies in Iceland?

Iceland warns by area SMS from 112 Iceland (no sign-up), plus radio, TV and web. About 9-10% of messages may miss or overshoot the area.

Short answer. Civil Protection and the police warn the public through the 112 Iceland (Neyðarlínan) alert system, which sends SMS to phones in a defined area, with no sign-up or app needed 12. Almannavarnir estimates that about 9-10% of messages miss phones inside the area or reach phones outside it 3. Warnings also go out via radio, TV and the internet 31.

How does the 112 Iceland SMS alert work?

The coordinates of the area and the text of the warning are sent to the phone operators, whose systems work out which phones are in the area 12. No registration or app is needed; keep SMS reception enabled on your phone 1.

The system is not perfect, and Almannavarnir says so: "Tæknin (kerfið) býður ekki upp á það að hægt sé að tryggja að öll tæki innan svæðisins fái skilaboðin" — the technology cannot guarantee that every device in the area receives the message 3. It puts the share of messages that miss phones inside the area, or reach phones outside it, at about 9-10% 3. Do not rely on a single channel.

Is it cell broadcast?

Not confirmed. Official pages describe area-based SMS; the Fjarskiptastofa (Electronic Communications Office) article says messages are sent from mobile masts to phones in the area 2. Phaenyx does not describe the Icelandic system as cell broadcast.

What other channels carry warnings?

Channel What it does
Radio, TV, internet Almannavarnir publishes announcements on its website and social media; RÚV broadcasts emergency information 31
Local warning sirens The Grindavík risk assessment lists an active alert system based on SMS, a warning siren and door-to-door visits 4
112 Iceland app Contacts 112 by text without a call and sends the caller's location 2
Safetravel app and SMS Run by ICE-SAR: weather, road and hazard information for travellers, free SMS updates on sign-up; hikers can send their GPS location to 112 15
Android earthquake alerts Google's system, active in Iceland for nearby earthquakes of magnitude 4.5 or more; third-party, not a government system 2

No national siren network is described in official sources 4. A battery or wind-up radio, which is on the official kit list, keeps you informed if the phone network fails; see emergency radios.

What do the sirens mean?

No official meaning of siren tones is published for Iceland 4. If you hear a siren in Grindavík, check SMS, radio and almannavarnir.is for instructions.

What signals are used during an evacuation?

Almannavarnir's evacuation guidance sets two visual signals 6:

  • Need help to leave and no phone connection: hang a conspicuous white flag out of a window facing the main street, or otherwise clearly visible.
  • Home already evacuated: put the evacuation sign (rýmingarskilti) in a window visible from the street.

Evacuation orders come from the National Commissioner of Police or the local police chief (and/or the Icelandic Met Office), and residents must comply 6; see Iceland emergency contacts. For the decision itself, see shelter in place or evacuate? and, for volcanic and seismic events, our earthquake and volcanic ash guides.
