Short answer. According to a ministerial answer to Parliament reported in the press in November 2025, 2,892 sites across Greece are designated as shelters, with a total capacity of 1,981,514 people, expandable by 30% 1. We have not been able to read the primary parliamentary text, so these figures are still being verified. No official public shelter locator was found: ask your municipality.
How many shelters does Greece have?
The figures come from press reports (the ΑΠΕ-ΜΠΕ wire, carried by iefimerida and other outlets) of an answer by the Deputy Minister of Citizen Protection, I. Lampropoulos, to a parliamentary question by K. Velopoulos 1. The quoted passage reads: "έχουν χαρακτηριστεί ως καταφύγια 2.892 χώροι ... συνολικής χωρητικότητας 1.981.514 ατόμων (με δυνατότητα αύξησης αυτής κατά 30%)" 1.

Who is responsible for public shelters?
As reported, the Civil Defence / Civil Emergency Planning service (Π.ΑΜ.-Π.Σ.Ε.Α.) of the Ministry of Citizen Protection is responsible; committees set up by regional governors designate the sites, municipalities (ΟΤΑ) maintain public shelters, and owners maintain private premises designated as shelters 1.
Note that this is a different ministry from the General Secretariat for Civil Protection, which runs the 112 alert service (see the alerts page).
How do I find my nearest shelter?
No national online map or locator was found, and the reported ministerial answer does not say how citizens find their shelter 1. The practical route is to ask your municipality, since municipalities maintain public shelters 1.
If a siren sounds and you have no designated shelter, the general guides /guides/air-raid-alert, /guides/shelter-or-evacuate and /guides/protection-factor explain how to choose the most protected place in an ordinary building. The alerts page lists the Greek siren signals.
