Short answer. Australia has two sets of official technical standards for shelters, both tied to natural hazards: the Australian Building Codes Board's Performance Standard for Private Bushfire Shelters (2014) 1, and, for Queensland public cyclone shelters, the 2006 design guidelines plus Queensland Development Code MP 3.8, mandatory for new public cyclone shelters from 9 May 2023 2. No standard exists for nuclear, blast or fallout shelters.
Which shelter standards exist in Australia?
| Standard | Issued by | Year | Scope | Source |
|---|---|---|---|---|
| Performance Standard for Private Bushfire Shelters | Australian Building Codes Board | 2014 | Private bushfire shelters | 1 |
| Design guidelines for Queensland public cyclone shelters | Queensland Government | 2006 | Public cyclone shelters | 2 |
| Queensland Development Code MP 3.8 – Public cyclone shelters | Queensland Government | 2023 | Mandatory for new public cyclone shelters from 9 May 2023 | 2 |
What does the bushfire shelter standard cover?
The ABCB Performance Standard for Private Bushfire Shelters is the national reference for private bushfire shelters, or fire bunkers 1. In Victoria, a private bunker must also comply with the Victorian Building Regulations 2018 and National Construction Code performance requirements, and needs a building permit; see Can I build a private shelter in Australia?. This page does not summarise the standard's technical criteria: read the ABCB document itself 1, and have any design checked by a qualified professional.
What do the Queensland cyclone shelter rules cover?
They apply to public cyclone shelters in Queensland. Shelters are designed under the 2006 design guidelines, and those built from 9 May 2023 must meet Queensland Development Code MP 3.8 2. These rules concern public buildings, not household shelters. Where the public shelters are and how they open is explained on our Australia public shelters page.
Is there a standard for nuclear or fallout shelters?
No. Australia has no official technical standard for nuclear, blast or fallout shelters, so there is no Australian benchmark to compare such a product against. General concepts, such as protection factor, shelter ventilation and NBC air filtration, are explained in our guides with their own sources. Anything underground or load-bearing needs a structural engineer: see What does it take to make a shipping container safe underground?.
