Short answer. In Italy, when tap water threatens health, the local health authority (ASL) proposes measures and the mayor (Sindaco) can ban or limit its use; the mayor, the ASL and the water operator must then inform consumers 1. Phaenyx found no national list of these notices. Italy asks households to keep water in stock but sets no quantity 2. The median Italian city is in the "extremely high" water-stress category 5.
How do I know if my tap water is unsafe?
The rules are in Legislative Decree 18/2023. If the water fails the quality standards and the local health authority (Azienda sanitaria locale, ASL) considers it a danger to health, the ASL informs the water operator and proposes precautionary measures to the mayor, including bans and limits on use 1. The operator must fix the cause, and once there is no longer any danger the ASL proposes that the mayor lift the measures 1.
The mayor, the ASL, the local water-service authority (EGATO) and the operator must each inform consumers about the measures taken, how the water may be used, and when normal service returns; information must take particular account of the groups most at risk 1. Operators must also give users information on water quality at least once a year, for example with the bill or through digital means 1.
Phaenyx found no national register of "non-potability" notices: they come from your municipality (Comune) and your water operator. Keep both contacts with your emergency papers. How official warnings reach you is explained on our Italy alerts page. See What to do during a boil-water notice, Do-not-drink notices and How to read a tap water quality report.
How much water should I store?
Italy's Civil Protection Department asks households to keep water and food in stock at home ("tieni in casa scorte di acqua e cibo") but gives no number of litres or days 2. Details are on our Italy emergency supplies page. If you want a figure to plan around, see How much water to store per person per day?; those figures are not Italian official guidance. For containers and rotation, see Water storage containers.
Is Italy short of water?
Water stress is high. In WRI's Aqueduct 4.0 model, the population-weighted median of Italian cities is in the "extremely high" category for water stress today and in the 2050 business-as-usual projection, and "medium" for drought risk 5. These are city medians: a given town can sit higher or lower.
To follow the situation, ISPRA publishes the national water-severity status, based on the permanent observatories of Italy's seven river-basin districts 3. It uses four scenarios 3:
| Scenario | What it means 3 |
|---|---|
| Normal | Water needs can be met |
| Low severity | Demand still met, but indicators are worsening |
| Medium severity | Reservoirs cannot guarantee drinking, farming and industrial uses at standard rates |
| High severity | Water is not enough to avoid damage; conditions may justify a prolonged-drought declaration or a national state of emergency |
These are district averages, and areas inside a district can be better or worse, so ISPRA says to check the bulletin of each observatory 3. ISPRA's drought bulletin also links to regional bulletins 4. Phaenyx found no national page listing current restrictions on household water use. See Drought preparedness.
What if I have a private well?
Phaenyx found no national guidance for private well owners in Italy; check with your ASL. If a well may be contaminated, see Private well emergencies. After a flood, follow your Comune's instructions and see Water safety after a flood.
A household plan can keep your water stock, your Comune's and operator's contacts and your warning channels in one place.
Frequently asked questions
Who can ban tap water use in Italy?
The mayor, on a proposal from the local health authority (ASL) 1.
Will I be told when the water is safe again?
Yes. Information on the return to normal service must be given to consumers promptly 1.
Does Italy say how many litres of water to store?
No. It asks households to keep water and food in stock, without quantities 2.
Where can I see if my area is in drought?
On ISPRA's national water-severity page, then in your district observatory's bulletin 3.
